Old supplier blocked the switch over

How is it possible for the old supplier to block the switch over to bulb? After several days of asking Bob to take over my accounts, by email to notify me that my old supplier has refused to allow it, and I should contact them to find out why.

    Typically this only happens when your account with your existing supplier is in debt. What has your existing supplier said when you asked them, as suggested?
