Delay in sending Meter readings to new old supplier

I am told that no refund of a considerable refund can be made to me by Scottish Power because Bulb havent supplied them with my final meter readings. I switched on the 7th July and supplied Bulb with the readings and that was acknowledged by Bulb so wonder why the delay please ?

All final readings have to be verified by a 3rd party as per Ofgem rules. Until this is done final readings/Bills cannot be issued.
It can take up to 6 weeks but usually quicker.
