Estimations consistently incorrect

When will my estimated energy quantities start to tally with my actual usage.
I have been submitting meter readings every 4 weeks to try to improve the accuracy of the electrical usage estimate but it is still consistently around 30% higher on bills than my actual consumption. It seems like despite my meter readings input nothing has changed and I believe this has also impacted my DD amount which I have had to manually reduce.

If you ensure you submit your meter readings 2-3 days before the bill is produced, as requested in the reminder email from Bulb, then only actual readings will ever be used and the problem will go away.
