Formal complain

Trying to get some sense from this company is unbelievable ! How do
I make a formal complaint bout billing as they are refusing to call me to discuss my account

With all due respect, if your have this much trouble following simple signposts to information and obtaining the necessary instructions yourself, are you sure it isn’t you that’s misunderstanding something? What exactly is your billing issue?
