Just for clarity the first paragraph in the article mentions: When you switch energy suppliers you’ll submit an opening meter reading to the new supplier too.

This suggests you supply your previous supplier with a reading when you switch, which is counter to the information in https://help.bulb.co.uk/hc/en-us/articles/115001227431-Do-I-need-to-tell-my-old-supplier-before-I-switch-

You don’t need to tell your previous supplier that you are switching away from them.

But once we’ve let them know that you are switching away, they might ask you for a final meter reading. They do this just to double check the final reading against the opening reading.
