i cant submit a meter reading, either on website or app

ive just switched to bulb and i have no idea how to send the meter readings, i know it says go to your account and click submit reading, but that option is not there and the app said that it is not up and running for prepayment customers. there is supposed to be a webchat but that is not on the website either. need help.
