Its the wrong meter!

After 6 months with a smart meter, the IHD has never displayed any information and cannot connect to the smart meter. bulb keep asking for meter readings even though I have a smart meter!! Today I found out why, thanks to some Western Power Distribution engineers who had been sent to sort out a different issue. The serial number of the meter bulb think I have is not the one on the meter. What ever reading they think they are getting are incorrect because they are not the meter that is installed at the property. How do I get this fixed? I cannot trust any bill I am given, I cannot even move provider because I have the wrong meter. I deeply regret switching to bulb and getting the smart meter.
