Will Bulb be raising its tariff prices from April coinciding with the rise in national tariff caps?
No - the ‘cap’ is a maximum and there is no obligation for any supplier to be pricing at that price (or even above it - which is technically allowed for ‘fixed rate’ tariffs).
Bulb’s prices are already below the current cap and wholesale energy costs have actually come down (see http://community.bulb.co.uk/discussion/comment/27872 where it’s hinted that if wholesale prices stay low/drop a little bit more, Bulb will be dropping their prices).

Our tariff won’t be affected by the recent price cap announcements.
Wholesale prices have been decreasing lately so unless something very unexpected happens, there won’t be a price rise anytime soon.
