There are two questions here.

  1. Can the referral system work without an email address?
  2. Can the Bulb account work without an email address?

I think Bulb require an email address for contacting the customer, sending out notifications and bills etc. So 2) can’t be done making 1) irrelevant. Basically it’s an online account and so requires an email address.
