Smart Meter has never worked

I am sure this has been covered before but I am new to this forum so apologies if this is going over old ground.

I joined bulb over a year ago mainly because the person I spoke to told me a smart meter would work in my area. It never has. The engineer on the day said the computer was down but the smart meter would spring into life soon. It never did.

It is sitting within a metre of the electricity metre albeit through a wall but nothing. Just tells me I have spent 0.72p today and never changes. Does anyone have any advice/tips if there is anything else I can do to get it to work.
