Smart meter

I had an email from bulb about the advantage of a smart meter. I looked into it and as I could still change supplier and transfer with the smart meter I thought I would go ahead.
They fitted a smart meter two weeks ago, it doesn’t work, display reads " waiting for data " .
On reporting to Bulb they say, its an industrial problem , then they say they will look into why the meter is not working.
Has anybody had a smart meter fitted recently ( April 2019 ) that works.
I have internet connection with the meter, but how do I access it, what’s the internet connection used for ?
Can anybody help, bulb don’t seam to be able to.
