Smart meters

Hi All,
When I signed up last year (summer) I was informed by the bulb rep that all bulb customers would have smart meters by the end of the year (2018).

One reason I was told was that they are unable to link up with a previous supplier’s meter at present.
I’m not sure if they meant that it was legal or technical reasons.

Can someone from bulb shed some light on this please??
