Switching to another supply

Trying to switch out. Switch was objected to due to too much on credit in the account. Paid it off in full and new supplier attempted switch again but Bulb still objected to the switch. Any ideas how I solve?

I find it strange a switch would be objected to by having too much credit in the account.
