I try to access the form for the warm home discount but it wont let me

I assume you are:
- Going to https://bulb.co.uk/warm-home-discount/
- Clicking ‘Start Application’
3 [optional]) Perhaps being asked to log into your account (if you aren’t already)
- Be presented with a website address such as https://whd.bulb.co.uk/contact-details titled ‘Check your details’ with the text ‘You have to receive government benefits to apply for the Warm Home Discount.’.
Which stage are you having problems with and how you are you trying to access this (for example, from an Apple iPhone 6 using Safari, using an Android Google Nexus 6 with Chrome, using a Mac OS 10 laptop with Firefox, using a Windows 10 Pro Desktop with Microsoft Edge ? etc). If you are getting any error messages/etc, it might help us fellow customers (or Bulb) to know what those message(s) are.
